Look at the scope row. It matches. The premium buys an office in the CBD, an account manager layer, and meetings you may or may not want.
The one genuine difference is the last row, and it deserves more than a table cell.
Time zone is the real question
This is the thing worth actually thinking about with a remote provider, and it gets skipped in favour of arguing about postcodes.
Sydney is nine to eleven hours ahead of the UK depending on daylight saving. A provider working UK hours is asleep for most of your working day. That is fine for planned work, content, pages, SEO, profile upkeep, none of which need same-day back and forth. It is not fine if your site goes down at 9am Sydney time and you need someone now.
So ask directly: what happens if something breaks during Sydney business hours, and what is the response time you actually commit to? A good provider has an answer. A vague one is telling you something.
Your provider's suburb does not affect your rankings
Google reads your business address, your Google Business Profile, your reviews and your local content. It has no idea where your web person sits. An office in Surry Hills adds nothing to your visibility in Surry Hills. Hire locally for the relationship or the time zone, not for the search results.
Sydney is a lot of markets
Sydney is enormous and the Maps results shift dramatically across it. Someone searching in Manly gets nothing like the results someone gets in Parramatta, forty minutes away.
Name the suburbs you actually serve. Bondi, Newtown, Chatswood, Cronulla, Penrith, the Northern Beaches, whichever apply. Give the two or three you most want work from a proper page with real local detail, not a template with the suburb name swapped in.

Maintenance is hosting, updates, backups and security. It keeps the site alive and has no effect on how many people find you.

A Sydney trades business I spoke to was on a retainer they believed covered marketing. It covered hosting and a monthly uptime report. Three years, no new pages, profile untouched since setup.
