The scope rows match, which is the point of showing them together. What the higher figure buys is an office, an account management layer, and in-person meetings you may or may not need.
Time zone works in Toronto’s favour
This is the practical difference with a remote provider, and Toronto happens to be well placed.
Toronto sits five hours behind the UK. A UK provider working normal hours is at their desk from roughly 3am to 12pm Toronto time. That means anything raised overnight is dealt with before your morning, and there is a genuine overlap window from 8am to noon your time for calls.

Your provider's location does not affect your rankings
Google reads your business address, your Google Business Profile, your reviews and your local content. It has no idea where your web person sits. An office on King Street adds nothing to your visibility on King Street. Hire locally for the relationship or the hours, not for the search results.

Name the areas you serve. Downtown, North York, Scarborough, Etobicoke, Mississauga, Brampton, Markham, Vaughan, whichever apply. Give the two or three you most want work from a real page with local detail, not a template with the place name swapped in, which Google recognises and discounts.
“Serving the GTA” is competing in twenty markets and winning none of them.
Maintenance is not management
The same trap everywhere, and the terms get used loosely enough that it is worth restating.
Maintenance is hosting, updates, backups and security. It keeps the site alive and does nothing at all for how many people find you.
Management adds local SEO, content, Google Business Profile upkeep, reviews and checking your forms deliver. That is the part that changes your enquiry count, and the only part worth paying management prices for.
